COVID-19 Virus Visitation Restriction Update

Dear Residents, Family and Friends:

The Federal Government, under the direction of the Centers for Medicare and Medicaid Services (CMS), have mandated new rules regarding the visitation and rights of residents in Skilled Nursing Homes and long-term care facilities

CMS is committed to taking critical steps to ensure America’s health care facilities and clinical laboratories are prepared to respond to the threat of the COVID-19, which includes additional guidance to nursing homes to help them improve their infection control and prevention practices to prevent the transmission of COVID-19, including revised guidance for visitation.

Effective March 13, 2020, For ALL facilities nationwide:

Facilities should restrict visitation of all visitors and non-essential health care personnel, except for certain compassionate care situations, such as an end-of-life situation. In those cases, visitors will be limited to a specific room only.

  • No visitors allowed, unless they are essential health care workers, or compassionate care visits for end of life situations, including hospice. All doors are now locked. There is a doorbell on the front entrance for compassionate care visits, but visitors will only be allowed in after a staff member takes their temperature (under 100.4) and completes a COVID-19 recommended screening.
  • If a compassionate care visit is allowed, visitors must perform hand hygiene frequently and wear a facemask (at the very least, and maybe other PPE, depending on what’s happening) at all times while in the building.
  • Allowed visitors must restrict the visit to the resident’s room or to the specific location designated by the Facility.
  • Most importantly, the end of life visitor must be screened for signs and symptoms of illness. They will be temped, and questioned about travel, and whether they have a cough, shortness of breath or a sore throat – if the answer is “yes” to any of the inquiries, the answer is “no” to the proposed visitation.

As visitors exit, they should be advised as follows:

  1. Monitor for signs and symptoms of respiratory infection for 14 days after they leave
  2. If symptoms occur, they should:
    1. Self-isolate at home
    2. Contact their health care provider
    3. Immediately notify the facility of:
      1. The date they were there
      2. Who they were in contact with while there à which then triggers the facility responsibility to immediately screen these folks with whom they were in contact, and take action based on the results of the screening.
  • Where in the facility they were when they visited

 

Decisions on whether to allow compassionate care visitors are made on a case-by-case basis – which means facilities may deny the requested end of life visit if the facility staff think allowing the visitor would threaten or negatively impact the health and welfare of the resident or community as a whole.

Essential health care providers are allowed in – unless they are ill. Same as above – everyone gets temped, everyone gets assessed, and everyone takes the questionnaire. Every day. This includes staff, doctors, hospice workers, EMS, government officials, etc. Everyone who walks through facility doors will be temped, assessed and complete a screening questionnaire.

Information for Residents:

  1. All group dining and activities remain cancelled until further notice.
  2. No outside appointments except as medically necessary.
  3. No performances or outside vendors, except as medically necessary.

We understand this is a difficult time, and sincerely apologize for the challenges this presents for you and for your loved one. We willingly offer alternative means of communicating with your loved one, and are happy to facilitate virtual visitation as listed below. We encourage you to remain in contact with your loved ones without in-person visitation until such time as we are able to welcome you back.

  1. By Phone: every resident has a facility provided phone in their room. The 4-digit extension is your loved one’s room number followed by bed number. For example, in the South hall the room 130 Bed A extension is 1301. In the North Hall you must put a “5” first. For example, Room 09 Bed B is 5092, and Room 16 Bed A is 5161. Or you can always dial extension 2000 for South Nursing Station and 4000 for North Nursing Station and the staff will assist.
  2. FaceTime or Skype. For a video chat, please email ParkManor-ED@EnsignServices.net with multiple available times, and a Park Manor staff will coordinate your video chat.
  3. Email: you may send emails to ParkManor-ED@EnsignServices.net and they will be delivered to your loved one within 24 hours.

Dear Residents, Family and Friends:

On behalf of the entire team at Park Manor Rehabilitation Center, we want to thank you for allowing us to care for you or your loved one.  We recognize the high level of trust that you place in us, and we are committed to providing high quality care to those whom we have the privilege to serve.

Governor Jay Inslee announced new rules today around nursing homes and assisted living facilities that focus on better protecting older adults – a population more at risk for contracting COVID-19 (coronavirus) – with respect to infection prevention and management. Based on the Governor’s directive, and related Federal and State Guidance on the issues, Park Manor will be implementing the following rules and adhering to the following recommended practices effective March 10, 2020:

  1. Visitors must be adults and the visit must take place in the resident’s room. (This does not apply to end-of-life situations). Please be prepared to show an ID.
  2. Only one visitor is allowed per day for each residents. No multiple in-and-out visits.
  3. All visitors must follow COVID-19 screening to be admitted for visiting, and follow reasonable precautionary measures. Precautionary measures include, but are not limited to, wearing personal protective equipment, social distancing (6 feet), and visiting in designated locations when required.
  4. All visitors must sign into a visitor’s log, providing contact information along with their screening.
  5. Employees or volunteers must be screened for COVID-19 symptoms at the start of each shift.
  6. People who live in nursing homes or assisted living facilities and who test positive for COVID-19 must be isolated away from other people.
  7. Owners, operators, staff and volunteers are prohibited from disclosing protected and confidential health information, except as otherwise provided by law or with the resident’s consent.

Visitor Restrictions (per the State of Washington Department of Health):

  1. Visitation will be discouraged and we will work with you to find alternative methods of communicating with family and friends.
  2. Each resident will be limited to no more than ONE (1) visitor per day. No visitors will be allowed in units with an active COVID-19 (or other similar) diagnosis. No in-and-out visits.
  3. All potential visitors will be actively assessed for a fever and respiratory symptoms. Ill visitors will not be permitted to visit.
  4. The Facility will maintain a record of visitors to the Facility.
  5. Visitor movement within the facility will be limited (e.g., dining rooms and other public gathering areas are to be avoided).
  6. Visiting hours will be from 8:00 AM – 8:00 PM

Resident Monitoring and Restrictions (per the State of Washington Department of Health):

  1. All residents will be actively monitored for possible signs of respiratory infection.
  2. Plans are in place to limit movement and ensure social distancing (i.e., staying 6 feet away from others) from well residents. These plans include the following:
    • Group or planned activities are canceled unless participants can stay 6 feet away from each other.
    • Dining activities will be modified to ensure that a distance of 6 feet between residents is being honored.
    • The movement of residents around the facility will be limited.
    • Facility staff will actively validate that residents are performing hand hygiene and wearing a facemask (contingent on supply) if they leave their rooms and have respiratory symptoms.
  3. Decisions regarding the transfer of residents to a higher level of care will be made with due consideration to infection prevention and management.
  4. Residents with confirmed COVID-19 will not be accepted back to the Facility until all appropriate infection control precautions can be confirmed.

Per guidelines received from CDC, CMS, and Washington State Department of Health, Park Manor is now actively screening all potential visitors, vendors and contractors, and restricting visitation by those who meet the following criteria:

  1. Have signs or symptoms of a respiratory infection, such as fever, cough, shortness of breath, or sore throat.
  2. In the last 14 days, have had contact with someone with a confirmed diagnosis of COVID-19, or who is under investigation for COVID-19, or who is ill with respiratory illness.
  3. Who has engaged in international travel within the last 14 days to countries with sustained community transmission. For updated information on affected countries visit: https://www.cdc.gov/coronavirus/2019-ncov/travelers/index.html
  4. Who is residing in a community where community-based spread of COVID-19 is occurring.

We are happy to facilitate virtual visitation by phone, FaceTime or Skype, or email, and encourage you to remain in contact with your loved ones without in-person visitation until such time as we are able to welcome you back. For a video chat, please email ParkManor-ED@EnsignServices.net with your available times, and a Park Manor staff will coordinate your video chat. You may also send emails to that address and they will be delivered to your loved one within 24 hours.
